City residents are likely to see higher water and sewer bills later this year.
A $10.5 million, 18-month project to improve the quality of water released from the city’s wastewater treatment plant is nearly complete. The upgrade—known as Enhanced Nutrient Removal—reduces levels of nitrogen and phosphorus in the treated water discharged into the Patuxent River which eventually empties into the Chesapeake Bay, bringing Bowie into compliance with more stringent state standards for nutrient discharges. “Nitrogen is the most serious pollutant in the bay,” said Maryland Department of the Environment spokesman Jay Apperson. Nitrogen and phosphorus lead to the growth of algae blooms which block sunlight and remove oxygen from the water, harming fish and inhibiting the growth of underwater grasses. A Bowie man who allegedly robbed another man at gunpoint for prescription drugs in January outside the Marketplace Safeway was arrested last week, police said. Bowie Police arrested Douglas Manuel, 32, of Midsummer Lane on Feb. 2. He is charged with armed robbery, first degree assault, theft and related charges, according to online court records. According to police, Manuel and another man robbed a 44-year-old Lothian man just before 1 p.m. Jan. 20 in the Safeway parking lot on Superior Lane. Manuel allegedly displayed a black handgun and grabbed a bag of Oxycodone and Methadone pills. The two men fled on foot. The second suspect has not been arrested. Tulip Gulch Productions' annual haunted house opens this weekend; this year's theme—"Patuxent Research Lab".
It began as one night of Halloween fun in the front yard of Mark Torsani's Tulip Grove Drive home more than 20 years ago. Since then, that annual haunted house has grown into a high-tech, 11-night, 10,000 square-foot scream fest – at Prince George's Stadium -- which draws fright fans from as far away as Pennsylvania and Delaware. Torsani and his partner, Gary Fischer, run Tulip Gulch Productions, the company that has put on the show there every October since 2002. Before that, they staged the haunted house on the tennis courts at the Belair Bath and Tennis club. "We're just guys who enjoy Halloween," Torsani said. "We wanted to be the house where everyone wanted to trick-or-treat on Halloween." The attraction features some 40 volunteer …

Maryland drivers will have to hang up and drive when a new law banning the use of handheld cell phones takes effect tomorrow, a move that supporters say will prevent accidents and save lives. "Distracted driving is a problem in our city," said Bowie police chief Katherine Perez. "It's just so dangerous. This law is another tool in our toolbox." Under the law, all Maryland drivers will be prohibited from using a cell phone without a hands-free device while the vehicle is in motion on a street or highway. Drivers under the age of 18 are already prohibited from using a cell phone. The cell phone ban, signed into law by Gov. Martin O'Malley in May, barely passed the State Senate, but passed the House of Delegates by a wider margin. Sen. …

With speed cameras already up and running on two Bowie streets, city officials are trying to gain county approval for two speed cameras on county-owned roads in Bowie. The county has put the brakes on the city's requests to install speed cameras on Race Track Road near Yorktown Elementary and Old Chapel Road in front of Samuel Ogle Middle School. In a series of back-and-forth letters and e-mails between city and county officials, the county has repeatedly rejected the city's requests to install the cameras at the two locations. Mayor G. Frederick Robinson said he left a telephone message Friday for County Executive Jack B. Johnson to follow up on his August letter, in which the city proposed it would install and operate cameras on the two …
