Scooter, Moped Riders Face New Laws in October

Scooters and mopeds require state registration and insurance under new state laws.

New laws affecting riders of motor scooters will take effect starting Oct. 1, making significant changes to the way they ride. 

The new laws require all motor scooters and mopeds to be titled and insured, while all operators and passengers must wear a helmet and eye protection. Often times while driving through south county, I've seen various scooters, mopeds and the like cruising the windy roads. 

Existing laws also require all motor scooter and moped operators to possess a valid driver’s license or a moped operator’s permit, according to a release from the Maryland State Police.

At least the minimum vehicle liability insurance is required, and riders must carry proof of the insurance with them whenever they are operating the scooter or moped. Motor scooters and mopeds will be required to be titled by the state Motor Vehicle Administration (MVA). Owners will be able to obtain titling information through the MVA website starting Oct. 1. 

The drivers of motor scooters and mopeds are required to follow the same rules of the road as bicycles.

Troopers and local law enforcement across Maryland have received training regarding the new laws. Scooter and moped drivers who violate the new law can expect to be stopped and issued traffic citations or warnings, beginning Oct. 1.

I can see the need for this. I don't ride a scooter...I did drive a Night Hawk in my younger days...and as long as scooters use the same highways as the rest of us the owners should be required to adhere to the same MVA regs. And, even more important, obey the same vehicle operating laws. Too often I see children obviously not driving age, riding on 2 south. I learned while driving my motorcycle that drivers of cars didnt see me. I think scooters are even more invisible, and should be banned from state roads. This would mean they would have to stay in neighborhoods, which I think is their original purpose. I am glad this story was picked up by Patch, I am very interested in other viewpoints on this subject.

JoeB-- Another excuse for the "tax more governor" to extract more revenues from the working middle -class people. His mommy and daddy paid for all of his education in Montgomery county- he needs more taxes -glad we're movin' out of what once was a nice state. Bring back Erlich !!!!

Actually all the laws for our saftey and our self protection and we all riders have to be follow all those laws. we never know our fate is never with us. and every rider should hold their valid licence and scooter registration papers.
