Supreme Court Upholds Affordable Care Act
Families USA praise court decision. Rep. Andy Harris calls for the repeal of the law.
UPDATED (3:11 p.m.)—The Supreme Court, in a split decision, has upheld the individual mandate that requires the purchase of insurance as a tax.
The announcement allows the Affordable Care Act championed by President Barack Obama to move forward. It's expected that the law would offer health care to more than 30 million Americans, according to the Huffington Post.
In a 5-4 opinion, Chief Justice John Roberts wrote that the majority of the court rejected arguments that the law violated the Constitution's interstate commerce clause.
"The individual mandate forces individuals into commerce precisely because they elected to refrain from commercial activity," Roberts wrote. "Such a law cannot be sustained under a clause authorizing Congress to “regulate Commerce.”
But the court allowed the individual mandate to survive, saying it was with Congress' power to lay a penalty on those who choose not to buy insurance. The court said that penalty was essentially a tax.
Roberts wrote that the federal government "does not have the power to order people to buy health insurance" but that it did "have the power to impose a tax on those without health insurance.
"The Affordable Care Act’s requirement that certain individuals pay a financial penalty for not obtaining health insurance may reasonably be characterized as a tax," Roberts wrote. "Because the Constitution permits such a tax, it is not our role to forbid it, or to pass upon its wisdom or fairness."
In statement, Ron Pollack, Executive Director of Families USA praised the 193-page court decision.
"Today’s Supreme Court ruling is a clear, unambiguous, and complete victory for long-overdue health care reform. It sends an unmistakable message that the building of a better, fairer health care system will continue to move forward," Pollack said in the statement. "Implementing health reform will provide peace of mind for our families – the peace of mind that only comes when our loved ones are sure to receive the health care they need when they need it."
Douglas Hough, an associate professor at Johns Hopkins University’s Carrey Business School, argued the court’s decision to up hold the law is a positive for the health care industry.
He said that by adding or giving access to health care to about 26 million people it will increase demand for those services.
"From a supply side you have physicians and hospitals getting more business, but also they’re going to get paid for care previously given, but either given on a pro-bono basis or a very reduced fee basis," Hough said.
Hough, who has a book coming out titled Keep Your Government Hands Off My Medicare: What Behavioral Economics Can Tell Us About Health Care and Health Care Reform, said people make decisions in hot and cold states. The decision to buy or not to buy health insurance is made in a cold state, where they may be able to rationalize not buying health care. But when they need it they’re in a hot state and would do just about anything to have insurance.
“This was jaw dropping ruling. I don’t think anyone expected the Supreme Court would rule this way, this is a unique and amazing day in American jurisprudence,” Hough said
Richard Vatz, a professor of political rhetoric at Towson University, said his initial reaction was that the court’s decision validated fears that the judges make decisions first and then find a Constitutional rationale defending their stance. However, he said Roberts’ vote in this instance was a case of upholding the Constitution over personal political ideals.
"It is indisputable in my mind that politically Chief Justice Roberts dislikes the individual mandate, but found it Constitutional," Vatz said. "This is an honorable, if impractical, vote but, again, the court’s mandate is to rule on the Constitutionality of laws."
Vatz questioned the motives of other judges regarding the ruling.
"The other justices whose votes reflects their policy preferences could have coincidentally found their politics and Constitutional adjudication identical, but it could not be the case for all eight of them," he said.
Joel Grossman, who teaches about the Supreme Court, American law and politics at Johns Hopkins University, said the split of the justices was the most surprising element of the 5-4 decision.
He said he expected Justice Anthony Kennedy and Justice John Roberts to come down on the same side of the issue, particularly because Roberts wanted to write the decision.
"Well, I think that [Roberts’s] decision to join the liberals, and uphold the law, reflects his view that it would be a terrible mistake for the court to invalidate the law,” Grossman said.
He also doubted the decision would be a landmark one, with a lasting impact on how future courts will interpret cases in relation to the Constitution. He said the split decision and plethora of opinions on the court will make it hard to determine what the decision means.
"I would say it’s an important decision, the impact politically is a blockbuster, but constitutionally it isn’t quite that," Grossman said.
Local Government Reaction
• In Howard County, Health Officer Dr. Peter Beilenson said Thursday that now that health insurance is mandatory, Howard County’s program to provide health services to uninsured residents would expire in January of 2014, according to a story on Columbia Patch.
Beilenson also said that the nonprofit would now increase its focus on explaining how the health care law works for residents.
“The … [law] is complex,” he said. “Because it’s been bandied about as a political football, nobody knows quite what it is. Now that the Supreme Court has ruled this is the law of the land, we can start explaining it to the average citizen what it means.
“We will be both the educator and the navigator for enrollment.”
• Montgomery County officials enthusiastically supported the Supreme Court's decision to uphold the Affordable Care Act, according to a story on Rockville Patch.
Dr. Ulder Tillman, Montgomery County health officer, said shortly after the decision, "This is very exciting news for us."
Delegate Kirill Reznik, Dist. 39, Germantown, said, "I am thrilled."
Rachel Baye, Montgomery County reporter for the DC Examiner, tweeted from a meeting of the county Health and Human Services Committee:
"MoCo Council Health and Human Services committee just cheered #scotus decision on healthcare."
"Now the MoCo Council Health and Human Services committee is having a hard time getting back to their discussion. (Montgomery County Council President Roger) Berliner looks giddy."
• In Baltimore City Mayor Stephanie Rawlings-Blake sent a message to the media celebrating the court's decision.
"This morning, our nation’s highest court upheld President Obama’s Affordable Care Act. This decision is a victory for the American people and allows us to move forward, enacting vital reforms that will expand coverage for tens of thousands of Marylanders. I want to once again thank President Obama for his support of meaningful health care reform and his commitment to the needs of vulnerable and underserved citizens.”
Maryland's Congress members and Senators Comment
Elected officials from around Maryland also weighed in on the decision:
• Sen. Ben Cardin called the decision "a win for the American people.
"Before this law, every responsible American with health insurance was subsidizing the health care needs of the rest," Cardin said in a statement. "That unfair arrangement will be coming to an end soon, as all Americans become part of a more efficient, more cost-effective health care system.”
Cardin also blogs his opinions on the decision on Patch.
• Republican Rep. Andy Harris, who is also a physician, said in a statement he was disappointed in the court's ruling and said he believes the bill is poor public policy.
“The Supreme Court’s decision determined the law’s constitutionality, not whether the law is good policy," Harris said in his statement. "Americans have already made up their mind on that issue. A majority favor repealing the law."
Harris called for Congress to repeal the law.
"Today’s decision does not change the overwhelming opposition of the American public to Obamacare,"Harris said in his statement.
• Rep. Dutch Ruppersberger, a Democrat, issued a statement saying the ruling "is not about a victory for Democrats or a loss for Republicans. It’s about providing all Americans with access to quality, affordable healthcare."
"The idea behind the individual mandate is to be responsible for your own health needs instead of burdening others, to make it easier for those who can’t afford insurance to find options in the private market and to help employers offer health benefits to workers," Ruppersberger said in the statement. "The Supreme Court has spoken and we now need to work together to implement the law of the land and achieve these goals.”

Only thing in it that people liked with pre-existing conditions which 35 states already have it and more jumping on board. Now illegal aliens will be covered. No questions asked and ask the employers who are forced to pay $800 tax a year per employee to opt out? Think these mom and pop shops will be open for long? Hope none of you work for one of them. another tax and another means Congress can misappropriate funds rather than putting it towards healtcare cost, just like in our own state of Maryland when they collected milltions from the Tobacco companies.
Those who increase cost of Americans should pay the tax -like the obese, the smokers, the alcoholic waiting on a liver transplant . . .
On another note , I have family in Europe and know first hand how terrible universal healthcare is -my cousin had to wait 1 year before she could have her shoulder operated on for bilateral rotator cuff tear.

Ironically, I support the individual mandate not because I'm so dyed in the wool Democrat (I'm not).
I support it because it's simply not fair for me to have to support willingly uninsured individuals. Just like Republicans have in the past. When a willingly uninsured individual requires 50k in hospital work, we have two choices: Let that person die/stay sick, or collectively pay for their care.
The individual mandate - requiring everyone to have insurance - will put an eventual end to this.
There may be some of you who will say "yes, if they have no insurance, they get what they deserve". I understand but personally can't live with that view. To each their own, in this aspect :)

Brian: On some level, I agree with you. I don't believe the PPAHA is the optimal solution to the Healthcare problem.
However, I have even less confidence that Republicans would do what was actually needed to fix the problem. All politicians at that level are 'on the take' from someone or another.

Our healthcare system took a major wrong turn with the Stabilization Act of 1942's wage caps, consequently leading to tying health insurance to employment. If we had a true free market system where everyone was responsible for shopping for their own care, healthcare costs would be much cheaper today.
I don't follow your argument. Given that "all politicians at that level are 'on the take' from someone or another", why would it make sense to give the government more power to dictate our actions? This ruling opens the doors for further corporatism.

Bonnie: Not neccesarily. Most people in their 20s forego insurance because they gamble on their good health (and obviously because premiums are too high).
Brian: My point was that nothing would get done to bring down health costs if the PPAHA didn't exist and get passed. People would still be getting screwed left and right by insurance companies.
You do know more about the history of health care then I, and I'm glad you mentioned the history you did.
I do agree that a pure free market would work best, but let's be realistic here. Free markets in this country don't exist. Businesses screw people, this forces regulation. Regulation turns into more costs, and the cycle continues ad nauseum.

edit: specifically, it was Justice Roberts himself. The 4 liberal judges believe the Commerce clause covers it. CJ Roberts does not. This is going to be the ultimate irony, because now Republicans are going to say "Obama swore it wouldn't be a tax!" and now Obama just has to say "but Chief Justice Roberts, a Republican appointee, told me it needed to be so."
Chief Justice Roberts just fashioned a 'get out of 'jail' free card" for the President with this decision.

This is ridiculous. it will be affordable to the people that want it. But it is like "Medical Assistance" where more and more doctors do not want to participate because they don't pay out. It's called socialism and we shouldn't be forced to have health insurance if you don't want it. But now you will be fined if you don't participate in the program. We are spending trillions and trillions with this president whom now is making the average joe pay for the act with our taxes. Which takes more money out of people's pocket. And just a few dollars can put someone over the edge and lose their buisness or house... ect... I work in a non profit orgainization and have been seeing more and more people come in who had their own companies making bank and because of this president has nothing, went into foreclosure and live on the streets or in shelters with their families. If congress memebers started paying taxes like everyone else and stop spending our tax money on things other then where it's designated to go ( O'Malley ) then the normal person wouldn't have to fork so much out and would've saved jobs.

Actually, I would say as Americans it's our responsibility to be eternally vigilant against the abuses of government. The power ultimately belongs to the people and we shouldn't automatically accept one branch of the Federal government agreeing with another. You're not getting it. You understand that in almost all nations with nationalized care you pay for the care in the form of outrageous taxes but then when you actually need to see a doctor you pay cash. It is understood in both Canada and Germany that cash basis medical care is the only way to see a doctor promptly. Not to mention, the absence of quality advanced medicine because it costs too much. Not to further mention the complete abandonment of the elderly. Remember Obama told the town haller who asked about surgery for her elderly mother...he said she could "take a pill". That means something to ease the pain and just await death. This is what we've come to - and they gutted 500 billion from medicare to help pay for this and your AARP helped misinform it's members. The whole thing is a sham.

This is the First presidency that I can remember where people and the Media disrespect the office of the President the way it has been disrespected. This may be racially motivated or it may not be. But the fact is that the office of the President has never been more disrespected than it is now.
Also your so called tax is a fine. The Supreme court says it is like a tax. And if you dont want to purchase health care, dont purchase it. Pay your fine (tax) and when you do need medical care and cant afford it, your fine (tax) can help supplement the cost.

I think its funny that YOU are REQUIRED by law to buy health care insurance, IF, you make "enough money to buy it". Everyone who do not make enough money to buy it will get it for free. How will "enough money" be defined? This is where the law will fail miserably when they start fining people.
Is this amount of money you make going to be defined by: Overall yearly income, or income minus monthly bills, or income minus monthly bills and other bills such as gas, food, childcare, and necessities, or will it be based on the cost of living of where you live, or will it be based on your income after all taxes paid? WAY TO BROAD!
A $80K combined income in some DC burbs or some Baltimore burbs is nothing but average middle classed. $80K in San Fran or NYC is lower class. $80K in Iowa is upper classed. The government defines income (via IRS) as a flat, static number. When in fact $10 in Baltimore will buy you a average lunch... $10 in NYC will buy you a soda and fries... $10 in Iowa will buy you a nice dinner.

I am sick and tired of all of these divisional remarks. "Liberals . . . Tea Partiers . . ." or it's because he's a black president or because they're white republicans. It is truly amazing how facts are discarded because of perception. I have served my country for the last decade. I have watched my friends, guys that were closer than my family, bleed out on the hot desert ground, gasping for their last breath. My life camera is worn and broken because those images have flashed one too many times in front of my eyes.
Our country has fallen to the way side. No one agrees, no one moves forward, no one cares about any other perspective then their own. This is NOT what my brothers died for. The Affordable Health Care Act is not perfect, but it is a giant step forward. I would hope that the Whole congress unites in the future to improve upon this act rather than completely kill it for political purposes. People die in America because despite their best efforts they connot get adquate health insurance or medical care. I have seen a beloved relative die because she tried to economize by taking less than the prescribed amount of medications. Her deceased husband's Union insurance was not adeqate for her needs.
2 years ago I left the Democratic party because in Maryland they are rampantly corrupt and self serving. I could not go to the Repuplicans because of their lack of feeling for the average citizen.. Oopposition to many life saving road safety measures in the phony defense of liberty argument.is killing people. On the National level, I believe Romney could be an exceptional President except that he has sacrificed his integrity to get elected. He says things that no moral man should say for the good of the country. He vilifies the very Health care plan that is modeled on his Mass version. Nuff said, the repulicans have a golden opportunity which they are squandering for pure naked politiacal purposes. Great republicans like Ford, Goldwater, Dirksen, Reagan, Bush 41, etc. would be read out of the party today for their honesty and love for America.

The ACA simply guarantees that we all have some amount of health insurance, want it or not. For that everyone is charged something for it. That's the simple bottom-line. So yes, all you "freedom lovers" have lost the freedom not to have any health insurance. How "awful".
Although the individual "mandate" does "force" everyone to pay for health insurance, at least no one is denied health insurance for any reason. Seems fair to me. That's actually a better deal than most things the government forces us to pay for such as war, NASA, the TSA, the FAA, the interstate highway system, etc...

@Brian, I agree the whole "individual mandate" thing was to pacify to the insurance companies, but what's the alternative? A single-payer system (the government) would not have been politically viable, although it would be a much simpler system. You pay your federal income tax, and you get heath insurance.
Leaving the insurance companies out of the loop would be like the NCAA trying to replace the whole post-season bowl system with a true national play-off system. The bowls (insurance companies) just wouldn't let it happen..

To answer the question about how it will effect my family, I can worry a little less about my two sons with Crohn's disease (no family history, they were diagnosed two years ago at ages 6 and 13) not being able to obtain and/or afford the health insurance that can keep them in remission and living a productive life. In short, it is nothing less than a blessing and I am very grateful.

Yes, in an exchange that will increase risk pools for individuals and make the costs lower. Furthermore, the coverage will HAVE to cover the pre-existing condition. I find it really interesting that so many of the people here have such vehement opinions about a law they know little to nothing about. Furthermore, to say that a person could buy coverage before ACA without pre-existing coverage is ridiculous. People like my children who have the misfortune (and make no mistake, it could happen to you) of developing a chronic disease and need daily treatment to stay healthy and in remission, need health insurance to maintain their health. If they can maintain their health, then they can go to school/work and be productive. How does health coverage that doesn't cover the pre-existing condition make any sense at all?

If this is such a great bill that our government representatives have come up with, and has now been deemed constitutional, why have they (the senators, President, and congressional representatives) exempted themselves from it?
And keep in mind, that the "tax" penalty that must be paid has been set up in such a way as to encourage employers to choose to pay it INSTEAD of offering employees health insurance coverage, thus heading toward a single payer system. That system will necessarily result in rationing of health care. And it's just a matter of time before we have to live with it.
Yeah, the government has done such an outstanding job handling Social Security and Medicare. I can't wait for them to be in charge of my family's health care!

Concerning Medicare & overhead, there is some dispute in the amount of private insurance overhead estimates. According to CBO data, estimated administrative costs for private insurers are at 12 percent, as opposed to 20%. (That's not to say that 20% overhead costs don't exist). Furthermore, overhead in itself is not necessarily an accurate measure of the success of the program. If Medicare would spend more money in fraud prevention, then I would say that would be money well spent, even though it would result in higher overhead. Bashing Medicare, no, I'm not. However, according to Medicare actuaries the program will go broke in the next 10 years. Surely you're not suggesting that Medicare is well-run?
As far as rationing is concerned, I called yesterday and made an appointment for a mammogram, and got an appointment within the next 14 days. My sister-in-law who lives in England found a lump last July and had to wait until late December for a mammogram. She still hasn't had her surgery. I don't know about you, but I'd be unhappy with that. And every one of my friends/relatives in that part of the world is very unhappy with their system, and has warned against our heading in that direction.
Where the heck do you people think the money for all of this care is going to come from? What's so wrong about paying a co-payment for preventative care or paying for your own birth control pills? We need to change our health care laws, yes, but this isn't the way to do it.

How is this tax different? Doug - If you get sick and don't have insurance even though you could afford it but chose not to get it . . . Tax Payers will no longer have to pay for your care. You have to accept responsibility and cover the cost yourself. That is the difference.

Obamacare bad law - but what have the Republicans come up with that they believe is better. Generally conservative, but must give Roberts credit - he made the interpretation and found a way to make it allowable. This is his job.
He basically said it is bad law, but the court will not be the group to change it. If you want change - American people - make change.
Personally, pretty tired of paying $14,000 per year for family coverage in a high deductible plan. The CONCEPT is pretty good, the problem is implementation. This will turn into Social Security, with employees that are rude, sleeping on the job, not being able to speak properly and generally don't care about anything. That is what I object to.
Republicans - come up with a workable plan for healthcare and end the war machine, the election is yours in a cakewalk. Do stupid things like having a house vote to appeal Obamacare and you will not be elected. You have the ball.

The way to change this is through TORT REFORM and PORTABILITY. Skip: Although I do support this health plan, ultimately I do agree with you. The BETTER solution would indeed work along the lines of what you suggest. However, let's be honest: The greed and dishonesty of the current pre-PPAHA health care system has as much to do with this implementation then anything else. If "private industry' wasn't screwing fellow human beings left, right, and center, this would have never been necessary.
I support the PPAHA simply because it's better then what we have, and to think that after 60 years Republicans would actually 'fix' the existing system is hilarious.
The only way these Republicans of today fix things is by making more money for themselves and their cronies.

This form of Governance has served us well for over two hundred years, and the bottom line is "If it aint broke, Don't mess with it."
Now we're being told that an illegal, foreign-born individual occupying the White House wants to dump the Constitution and institute Socialist venues such as he experienced in his probable birthplace, Indonesia, or Kenya ! Well, it aint gonna happen on my watch. The line has been drawn in the sand, the November Elections, and I say, Bring it on!!! Yes, I'm proud to be a member of the Tea Party, a Conservative, and a Republican. My war buddies bled-out in the rice paddies of Vietnam, and they were fighting for Freedom and The American Way. Some seem to be quoting Thomas Paine, while others Thomas Payne. In any case he wasn't responsible for the actual Writing of The Constitution. It was Thomas Jefferson, and went through many changes before the final draft was approved by all of the Signers. 'Wikipedia' has been proven incorrect on many, many issues, simply because anyone can contribute, and 'wikipedia' then states it as fact. I realize that you need an easy way to prove your case, and you seem to be hung-up on Thomas Payne (correct spelling), but 'wikipedia' is not a factually correct site. Next time you need validation for Constitutional or Founders issues, I suggest you explore The Library of Congress, or Encyclopedia Britanica, on-line.

I am a small business owner in Perry Hall. I currently employ 11 people. So far during 2012, my health care costs per employee have gone up over $90 per employee. I was hanging my hat on the SCOTUS ruling, but since they failed, I will be laying off 3 of my employees this morning. I just cannot afford them anymore. Hope you are all very proud.

Who will pay the ObamaCare uninsured tax?
Now that the Supreme Court has upheld the constitutionality of the Affordable Care Act, who will pay the tax for not having health insurance?
CBO answered this in April 2010. They projected that in 2016, when the mandate is in effect and the tax is fully phased in, there will still be 21 million uninsured people. This belies the advertised “universal coverage” label.
Oversimplifying a bit, for most people the tax in 2016 will be $750 per adult and $375 per kid.
But while 21 million people will be uninsured, CBO said “the majority of them will not be subject to penalty.” That’s an understatement.
You won’t have to pay the tax if:
you’re not in the U.S. legally;
you’re in prison;
you’re poor (measured two different ways);
you’re a member of an Indian tribe;
you’re in a period of being uninsured that’s less than three months long;
your religion forbids getting health insurance; or
you get a waiver from HHS.

What I do know, is that if your business was doing better, you wouldn't be worried about this. If you let 3 people go, clearly it's because your business itself is terrible, and you should've never had that many employees to begin with.
Rates will stabilize in 2014-15. Admittedly, it means the same insurance companies that have been gouging America for decades will go into overdrive until then - why? Because they can. Because they've been unregulated by largely Republican run government for a couple decades now.
I look forward to seeing fallout, Doug. People having to actually take responsibility for their own health, or be taxed for not doing so. What a concept!

I realize rates will stabalize in 2014-15, and that is EXACTLY what concerns me. They are certainly not going to stabalize lower - are they? When you get out of mom and dad's basement into the real world, you may get a clue.
I don't really care if this is initiative is republican or democrat - it is negatively impacting me and many other small businesses. It is BAD for business Tim. You seem like a decent person - but please don't tell me that my business is terrible when you really have no idea.

Yes, I believe they will stabilize lower, because government will be regulating the price - instead of corporate greed which has destroyed the healthcare system we have today ever since the implementation of HMOs back when we were both kids.
If anything, I'd expect to be gouged more now. We already have been by health providers - in anticipation of this law going into effect. It's why I was initially anti-PPAHA. As I've learned more over the years it's been passed, I've warmed up to it, however. It's not the best solution for healthcare, but I've yet to see a good argument that shows it's worse then what we have now.
Finally, the "Obama" economy is a worldwide one, and this country's in MUCH better shape then most of the world. It's also been bled dry by two un-warranted wars started by the worst president in American history.
Obama hasn't helped this economy, but he's barely damaged it. Of course, it doesn't help that he can't pass ANYTHING, even rescinding the Bush tax Cuts (which I'd have done in 2011), because the do-nothing Congress does just that - nothing.

Frank: The thing is, both parties caused this recession. On some level it's pointless to assess individual party blame because it's not an all or none scenario. Democrats also voted for these wars. I'm also pretty sure they voted for the Bush Tax Cuts.
The way I look at it is how each party suggest we get out of the recession, and how we address our national debt. This core issue, along with gay rights/religion, are what ultimately what finally brought me to a more Democrat state of mind, just not entirely.
One party wants to cut federal (we'll call it social) spending, cut the military spending, and raise some funds via both taxes and tax reform. The other party just wants to cut federal social spending and maybe mix in some tax reform. I believe Paul Ryan is supporting tax reform, but not all Republicans do.
One solution is far easier to implement, and has a much higher probability of succeeding.

Ultimately none of us actually know how this is going to turn out 10 years from now. No one in Congress does. You think they all actually read and studied the bill?
I've seen the graphic that highlights all of the 'tax increases' as they were in this plan - the vast majority of them don't apply to ANYONE that makes under 200k (250k combined in a marriage). The one I refer to is highlighted in the Washington Times.
This massive tax increase is again, yet another gross exaggeration and more fearmongering from the Republican party to drum up support among the middle class for a measure that will end up hurting them in the long run.
The one exception to this is the "Cadillac Tax" which is a bit of a misnomer. It amounts to a 102 billion tax increase that - just like before the PPAHA - will likely result in increased rates from Health Insurance companies passing on the tax to people buying the insurance. The ol' law of unintended consequences.

While I disagree with this decision, there was another decision that I feel will have a longer and worse impact on our society. That is the Stolen Valor decision. Here the Court stated that deceit and outright lying are acceptable free speech as long as you don't foul other laws. Yeah, there was no doubt. I'm shocked it wasn't unanimous, though. Of course someone can tell a lie, assuming it's not fraud or otherwise illegal/puts the public in danger. That has long since been deemed a constitutional right. Broadly saying "lying about a military award is illegal", of course, flies in the face of our long-standing right to freedom of speech. Tailoring the law to say "lying about a medal, FOR MATERIAL GAIN, is illegal" would be constitutional, I'd imagine, because it's akin to fraud.

The Affordable Care Act:
1. Invented by conservatives (The Heritage Foundation)
2. Promoted by conservatives (Newt Gingrich, 90s, as an alternative to "Hillary-care")
3. Implemented by a conservative (Gov. Romney of MA)
4. Upheld by a conservative (Chief Justice Roberts)
5. And, now, denounced by conservatives.
Tax, penalty, fine, toll - what does it matter? If you have healthcare, you don't pay a fine. People seem not to have any problem paying for insurance against uninsured motorists. No problem paying highway tolls (which is a tax for using the road. People who don't use the road, don't pay the toll). No problem paying $1 or more on cigarettes (again, you don't smoke, you don't pay the tax). So why now such a problem?
Doesn't matter what you call it - you only pay it if you don't have or CANNOT obtain health insurance. If you're unemployed or lack the income, there are waivers.
So, 'nuff of this tax stuff. This is Potomac - we have health insurance. We're not going to pay an additional tax. In fact, the $1000 or so of our yearly premium dollars will be covered by those who refuse to obtain health insurance. Of course, doubtful the health insurance companies will reduce your premiums. So take it up with your insurance company.

@Steve - there are serious doubts Zoobie is a member of the heritage, but the KKK, very possible! :-) The hateful, vitriolic language by those on the far right strongly indicates definite racial bias. Tho' of course, due to their strong cognitive disonance, it would never be acknowledged. Sad. What century is this?

I wondered how long it would take for the language tto become personal. Accusing someone of membership in the KKK is pretty 'trite' when compared with The Heritage Foundation. However, now knowing the mental capacity of the respondent, I'll just pass it off as ignorance. If you think 'Dumbama' is a racial slur, you're wrong. That's not what I'm about. But defending a Bill from the likes oh Pelosi, Reid and Dumbama tell exactly what you're about. Socialism and the Free Ride. Good Day !
